TMT – Committed To Improve Traffic Flow Through Enforcement


Traffic Management Technologies has been awarded another Automatic Number Plate Recognition (ANPR) systems tender by eThekwini Transport Authority.
16 PIPS ANPR systems were ordered to improve the effectiveness of public transport through a law enforcement system in eThekwini, Kwazulu Natal.
TMT in cooperation with PIPS Technology, industry leaders in the development and manufacture of turnkey ANPR solutions are widely recognised as leading providers of traffic related video imaging and number plate capture technology.
Traffic Management Technologies customized a package for eThekwini Transport Authority which meets the requirements of the TCSP, the national governing “body” for traffic enforcement equipment. This includes full compliance with SABS 1795 and the national prosecuting guidelines.

System Functionality

The complete ANPR system allows for the following primary functionality:

  • Law enforcement with the aim of prosecution of owners of non-public-transport-vehicles which make use of the bus lane.
  • Notification when a specific vehicle of interest is observed (with time and location of observation).
  • Communications through the mobile network.
  • Traffic management.

The system is designed as an end-to-end traffic law enforcement system with traffic management and safety and security uses.
TMT currently processes over 5 million traffic infringements per annum. All these infringements are collected through electronic imaging systems. TMT currently scan about 4, 2 million vehicles per annum through various ANPR systems in operation across the country. TMT has a nine year track record in ANPR systems used for traffic management and traffic law enforcement purposes. Their staff has been involved in ANPR system development in South Africa from programming to operational deployment over the past ten years.
Some of the highlights of TMT and its staff activities regarding ANPR systems are:

  • The trial of the first point-to-point average speed system using ANPR in 1999 in South Africa.
  • The implementation of the first ANPR system used for public transport monitoring in South Africa at the Bellville Public Transport Interchange in 2003.
  • The pioneering of use of ANPR for vehicle tracking and tracing for traffic law enforcement purposes in 2004.
  • The implementation of ANPR technology in eThekwini, Kwazulu Natal (ETA) in 2008.
